legib!e copy of the entire ODCM as a part of or concurrent with the Radioactive Effluent Release Report for the period of the report in which any change in the ODCM was made effective.

i Each change shall be identified by markings in the margin of the affected pages, clearly indicating the area of the page that was changed, and shallindicate the date (i.e., month and year) the change was implemented.

5.6.2 Radioactive Effluent Controls Proaram l

This program conforms to 10 CFR 50.36a for the control of radioactiva effluents and for maintaining the doses to members of the public from radioactive effluents as low as reasonably achievable. The program shall be contained in the ODCM, shall be implemented by procedures, and shall include remedial actions to be taken whenever the program limits are exceeded. The program shallinclude the following elements:

. CTS. SPECIFICATION L LDISPOSITION IN ZION PDTS AND BASIS L None The Zion PDTS contain a new section, 5.1 (Responsibility) for which there is no equivalent in the CTS. This section contains requirements on delegation of Decommissioning Plant Manager responsibilities, Decommissioning Plant Manager approval of proposed tests, experiments or modifications, and the Shif1 Supervisor command function. This section was included in the PDTS for consistency with the Maine Yankee PDTS.

The differences between Zion PDTS 5.1 and Maine Yankee PDTS 5.1 are as follows:

Zion PDTS 5.1.1 states that the plant manager is responsible for "overall plant operations" while Maine Yankee PDTS 5.1.1 states that the plant manager is responsible for "overall unit operation." The difTerence reflects that Zion is a multi-unit station.

Zion PDTS 5.1.2 state that "The Shift Supervisor shall be responsible for the shift command function" while Maine Yankee PDTS 5.1.2 states that "The Shill Manager on-site shall be responsible for the command function" The difTerences are editorial.

The Maine Yankee PDTS contain a paragraph, 5.1.3, which states that the titles used in their PDTS are the generic titles from Regulatory Guide 1.8/ ANSI 18.1 and that plant specific Maine Yankee titles are identified in the FSAR and/or QA program. The Zion PDTS do not contain an equivalent paragraph since the titles used in other site documents will be consistent with those used in the PDTS.

i l Technical Specification Bases

' A new Bases section was created for the PDTS. This section contains the Bases for the speci6 cations in PDTS Sections 3.0 and 3.1, and will be controlled by Comed as permitted by PDTS 5.6.4. The Bases for Section 3.0 are modeled on the Maine Yankee PDTS, since they consist of non-plant speci6c general requirements for LCO and SR applicability. The Bases for Section 3.1.1 are newly created for the unique circumstances involved with the Zion SFP water level speci6 cation now that the unit has been shutdown for an extended period. The Bases for Sections 3.1.2 and 3.1.3 are modeled on the Zion ITS but have been changed somewhat to reflect the permanently shutdown status of the plant and to clarify some of the explanations. A copy of the Bases is included with the PDTS provided as Attachment B to this letter.
