Dear Mr. White:
Enclosed is a recent memorandum received from Comissioner Asselstine regarding quality assurance at TVA with emphasis on design controls for Sequoyah.

In view of the importance of the issues raised, as well as your stated position at the March 16, 1987 Commission meeting that it was not TVA's intent to relicense Sequoyah, I thought it would be useful to have your views on the questions raised in this memorandum before I respond. I am particularly interested in your views regarding items 7 and 8 of the Comissioner's memorandum. I would appreciate your response by April 10, 1987.
I also want to acknowledge receipt of your March 13, 1987 letter responding to Mr. Taylor's letter of March 5,1987 and describing corrective actions which TVA has under way. The staff will issue an inspection report providing more detail on these findings in the near future and will discuss your proposed corrective actions at a later date.
