. Dear Governor Dukakis This is in response to your letter of May 2, 1986, regarding the implications of the chernobyl nuclear accident on nuclear plant safety and evacuation planning in the United States. .

As you have indicated, the informatiori that we have received from the Sov;,et Union pertaining to the. accident and the response has been quite limited. At this time we do not fully understand the actions taken by Russian authorities to notify and evacuate the public in the vicinty of 4

the Chernobyl reactor. Therefore, it is too early to make any conclusions on any preplanning or the effectiveness of those actions that were taken. We are continuing to gather reliable information to better understand the situation and the sequence of events.

! At this time, we believe that it is premature to say whether or in what way changes to current reactor safety requirements or emergency planning guidance will be necessary. I have been assured by NRC and FEME that they will carefully review the information that will eventually be available and determine the lessons that can be learned from this event. Any future changes to current emergency planning guidance will be discussed with the States before publication.

I appreciate and fully understand your interest in this accident. I wish that I could provide you with more definitive information but the data that is available to the Federal Interagency Task Force is quite limited.
