Dear Mr. Ernst:
VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNITS 1 AND 2 RE00EST FOR DISCRETIONARY ENFORCEMENT Virginia Electric and Power Company requests discretionary enforcement en a one-time basis from the Action Statement requirements of Technical Specification 3.4.6.1, "Leakage Detection Systems," regarding actions to be taken with the containment particulate and gaseous radion.:t Mty monitoring systems inoperable.
Other portions of the speci fic.it ion would remain in effect.
The request has been discussed during a October 21, 1988 telephone call among Mr. H. Berkow (NRC/NRR), Mr. B. Wilson (NRC/ Region II), Mr. G. Kane (North Anna Station Manager), Mr. J. Hegner (Nuclear Licensing), and others.
T!is one-time action is applicable to both units and would be effective wtober 21, 1988.
1 The request is being made in order to conduct certain needed maintenance on the Unit I and 2 containment particulate and gaseous radioactivity monitoring systems.
The current Action Stat? ment requires the affecd unit to be in Hot Standby within a six hour period with both the containment particulate and gaseous radiation monitors inoperable.
The necessary maintenance will render both radiation monitors inoperable.
Based on experience with similar maintenante evolutions, we felt that a periM in excess of six hours, to conduct the planned maintenance activities ad have sufficient time still available to address any contingencies in an ordarly manner, was necessary.
An additional eight hour period is requested.

,several relays associated with spurious "not it wtion" alarrs for the Unit 1 particulate radiation monitor filter, and traMashootig and repair of a Unit 2 purge solenoid valve and redundant vacuum pump. Cur mnt schedules call for the Unit 1 maintenance to be conducted on October 21 and the Unit 2 maintenance on or about October 25, 1988.
Every reaso'iatale effort will be made to complete the maintenance work in less than the eight hour period requested.
However, at the and of the eight hour period, if necessary, we will enter into the Action Statement and comply with its requirements.

During the eight hour period, appropriate administrative controls will be in place to assure.that operators closely monitor the following parameters to allow prompt detection of changes in RCS leakage rates:
Containment sump flow indication Containment sump ievei inaication Containment temperature indication Containment humidity indication RCS letdown / makeup rates i
In addition, at least one RCS leak rate calculation will be performed during the eight hour period.
