Dear Mr. Bernero:
Philadelphia Electric Company, in the Reference (1) letter, proposed to submit a Peach Bottom Fire Protection Modification Progress Report to the NRC every four months starting in May, 1983.
We propose that this be the tenth and last Modifications Progress
. Report submitted in accordance with our discussion during the May 6, 1986, meeting (Reference 3).
Continuation of the tri-annual Modification Progress Report beyond this submittal would provide redundant information to that which will be provided in the September, 1986, FPER submittal and confirmatory letter commitment (Reference 2).
This commitment additionally includes reporting to Region I any design deviations found during implementation of this confirmatory program.
We have included in this report (Attachment I) only those modifications completed since the last report dated January 17, 1986.
The following items summarize the remaining ongoing work and the final penetration seal and damper totals:

Alternative shutdown Modifications III. L.
Design and installation of the required emergency lighting and communications modifications for Unit No. 3 (Mod 13531) will be completed within the Unit 2 alternative shutdown schedule. All alternative shutdown design modifications for Unit 2 are in progress and the work is scheduled for completion during the Unit 2 refueling outage in 1987.

Both the Penetration Seal Program III.M and HVAC Damper Program III.G.2 are completed, with a total of 6,285 penetrations sealed and 55 dampers added to HVAC ducts.
