This letter transmits the findings of the routine resident safety inspection
by Messet. L. E. Myers, R. J. Urban, 4
4, Williams and T. P. Johnson on
September 3 to October 14, 1988, at :,4 Peach Bottom Atomic Power Station,
Delta, Pennsylvania.
These fir #ngs were based on observation of activities,
interviews, meascrements and dowment reviews, and have been discussed with Mr.
J. F. Franz of your staf f.
Within the scope of this inspection, no violations were observed. However,
we are concerned with the implementation of your surveillance testing progrsm.
Specific concerns include the adequacy and useability of your surveillance test
procedures which implement the technical specification surveillance requirements.
These concerns are described in sections 7.1, 7.2, 6.2.7 and 11.2 of this
report and are also addressed in NRC Inspection 50-277/88-25; 50-278/88-25.
Please provide us with a response to these concerns about your surveillance
test procedures indicating your assessment of the extent of the problems and
your plans to correct them within 30 days of receipt of this letter.
The response requested by this letter is not subject to the clearance procedures
of the Off':e of Management and Budget as required by the Paperwork Reduction
Act of 1980, PL 96-511.
