l ENCLOSURE V0GTLE READINESS REVIEW PROGRAM - MODULE N0. 13B QUESTIONS AND COMMENTS NRR has reviewed Section 3.4 of the Commitment Matrix in Module 13B and has the following comment.

Inorganic zinc coating appears to be used on the interior surfaces of the fuel oil storage tanks (reference to item number 3919).

NRC IE Circular No. 77-15 states, in part:

"It is known that certain detrimental processes are accelerated in fuel oils when they are in contact with certain metals.

The presence of zinc, such as from calvanizing, has a tendency to form soluble soaps in the fuel oil which are deposited on the diesel engine's injection nozzle. A buildup of this deposit will eventually degrade the engine's performance."

We request that Georgia Power Company provide their rational for concluding that zinc coatings inside the fuel oil storage tanks will not degrade diesel engine performance and/or discuss their plans for monitoring diesel engine performance for any possible adverse impact.
