(b) USNRC Letter to Yankee, dated September 30, 1988 Subjecct Response to Inspection No. 50-29/88-19 In Reference (b), you requested that Yankee review the circumstances surrounding two August 1988 shipments of radioactive waste from t.s Yankee Nuclear Power Stetion to the burial site at Barnwell, South Carolina and review our procedures to ensure reguletory limits on contamination levels are not exceeded during transport. Based upon our review of the transport of the two submersible Type B shipping containers Yankee has implemented procedural changes which will strengthen the control of this process.

These procedural modifications require the contractor supplying the cask to providen 1

a. instructions for cask preparation prior to submersion which will minimize the contamination of the cask outer surfaces,
b. instructions which detail methods of cask decontamination including chemical and physical methods as well as acceptance criteria, and
c. a method of determining cask contamination leachability rates and an acceptance criteris established to ensure that external non-fixed radioactive contamination limits will not be exceeded during transportation.

Each of these instructions or methods will, when provided by the contractor, be submitted for review and approval recommendation by the Plant Operation Review Conm!ttee prior to implementation.

In addition, the burial contractor will be required to receive the shipments upon arrival within the time frames established in 10 CFR 20.205c and to notifyYankeewithintwohoursofthecomplejicnofthesurveys. Should the initial results exceed 15,000 dpm/100 cm on any extended external surface a =acar efficiency determination will be performed using guidance from Information Notice 85-46, "Clarification of Several Aspects of Removable Radioactive Surface Contamination Limits for Transport Ratings".
