V0GTLE READINESS REVIEW PROGRAM - MODULE NO. 13A I

i QUESTIONS AND COMMENTS NRR has completed an initial review of Module No.13A, Foundation Materials and Backfill, which was presented to the NRC on January 9, 1986.

As a result of the initial review, two branched of the Office of Nuclear Reactor Regulation have generated questions and comments which need clarification and a written j

response from Georgia Power Company.

These questions and comments are as follows:

The following commitments have been determined to be consistent with the FSAR, SER, and SRP.

705, 759, 768, 769, 775, and 923 Seismology issues:

We find these commitments satisfactory.

However, there is one item in the SER that is not included in these commitments.

Confirmatory item (4) in the SER refers to SER Section 2.4.11 which requires that the applicant perform a test to establish the seepage losses for mechanical draft cooling tower basins.

This requirement should be included in the commitment matrix 4

even if the seepage test was performed and carried out satisfactorily with the results below the accepted leak rate limits.

Engineering Issues Branch With the exception of reference numbers 774,1895, and 1941, all of the geotechnical engineering commitments have been determined to be consistent i

with the FSAR, SER, and the SRP.

The three exceptions are listed below as needing corrections.

s 1.) Reference 774 indicates backfill should have less than 25 percent fines, but backfill actually placed has less than 12 percent fines.

2.) Reference 1895 does not include acceptable lift thickness, type of equipment used for compacting the fill, and the number of passes.

3.) Reference 1941 indicated an undrained shear strength for the marl as 10 KSF but sometimes 4 KSF (Reference 1980)is used, i

2 Executive Summary

- Page v, paragraph 4:

We note that a resume for the technical consultant is missing form section 8.6 of the module.

Page vii, paragraph 3:

Georgia Power is expected to report the results of their settlement studies at least three months before fuel is loaded.

Section 4.0, Program Description Page 4.1-1, paragraph 2:

Site investigations were conducted in 1974-1977, but' Reg. Guide 1.132 was issued in 1979.

Page 4.1-7, section 4.1.2.2: The word " educator" should read " eductor.

Page 4.1.2.12:

Last sentence should read "The backfill has been densely compacted in accordance with revisions to earlier licensing commitments and engineering design requirements".

Page 4.1-15: Note that ANSI /ANI 2.11 is not an accepted licensing standard.

Page 4.4-4, section 4.4.6:

Proof-rolling of the marl surface before placement of backfill is not mentioned.

We believe such rolling was accomplished to identify soft spots to be overexcavated and filled.

Section 5.0, Audits and Special Investigations Page 5.2-4; Tit last two paragraphs _on this page should be deleted because they do not relate to ~odule section 5.0 topics.

Section 6.0, Program Verification Page 6.1-15, section 6.1.5.3 This section should be revised of omitted because it does not relate to topic 6.1.

Section 7.0 Independent Design Review Page 7D-2; Mr. L. West should be listed as ----- Geologist (Bechtel).

Section 8.0, Program Assessment / Conclusions Page 8.6-4; Mr. Wright's present affiliation (employer) is not given.

Comment: The Independent Design Review effort in Section 7.0 is excellent and clearly the most productive part of this module.
