SUBJECT: MEETING AT DAIRYLAND POWER COOPEPATIVE ON MARCH 4, 1987

On March 4,1987, Wayne Shafer, William Snell and I ret with representatives of

DairylaM Pcwer Cooperative at their headquarters in Lacrosse, Wisconsin, to

discuss corrective ections for the problems observed in their last en.ergency

preparedness exercise. A list of the attendees is enclosed. Prior to the

meeting, we visited the plant site, talked to the Resident Inspector, toured

the plant, and held informal discussions with the licensee Emergency

Preparedness Coordinator and Plant Manager.

Licensee personnel provided a listing of items developed from a review of the

most recent emergency exercise report (50-409/86011(DRSS)). This listing

(enclosed) included not only those problems characterized as Open Items, but

any item where irprovement was needed. Corrective actions for these items were

discussed.

Licensee personnel were aware that a number of the problems were viewed not

from the standpoint of their relative significance, but from the standpoint

that they represented problems which had gone lere uncorrected. They were also

aware that two areas, that of comunication, and training in the area of Health

,

Physics, were the primary areas of concern.

Corrective actions in the area of comunications included the ac'dition of an  ;

'

"open line" which will provide three-way communications between the states of '

Wisconsin and Minnesota, and the Emergency Operations Facility.  ;

Corrective actions in the area of Health Physics included a new Health Physics

training program, reportedly in place.

It appeared from the presentation that the licensee is focusing attention to

the areas in r.eed of correction / enhancement, and that progress is adequate. We

will continue to monitor the licensee's progress through normal and eurmented

inspection effort.
