This acknowledges the receipt of your letter of August 26, 1988, which trans-j mitted Revision 21 to the Catawba Physical Security Plan.

I Our review of the changes has found mort of them to be consistent with the provisions of 10 CFR 50.54(p).

Accordingly, they are acceptable for inclusion into the plan.

However, or:e change is not consistent with the provisions of 10 CFR 50.54(p) as <:'elineated in the enclosure to this letter.

To preclude a violation of regulatory requirements, you must not continue to implement that change.

Please revert to the comitments in your previously approved plan.

Should you want to pursue the change, you must submit a request to the Comission's Office of Nuclear Reactor Regulation under the provisions of 10 CFR 50.90.

Our concerns were discursed on October 1% 2988, with Mr. R. Cross of your staff and Ms. C. Perny of this office.

The enclosure to your letter is being vithhold from public disclosure because it contains Safeguards Infonnation and mest be protected in accordance with the provisions of 10 CFP. Part 73.31.
