RIVER BEND STATION, UNIT 1 - REQUEST FOR ADDITIONAL INFORMATION Ey letter dated September 30, 1988 Gulf States Utilities requested ci.iinges to the River Bend Station, Unit 1. Te'hnical Specifications (TS) in respo.'se to Generic Letter 87-09 regarding Ts 5ections 3.0 and 4.0.

With regard to TS Sectier. 3.0.4, the proposed changes woule provide new operational fler.ibi'ity for sor:e TS and would provide requirements equivalent to present TS for othe s.

The prcrosed changes to Surveillance Requirerents 4.0.3 wculd provide additional tire (24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />) to make surveillance tests in certain cases where the test was not run within the specified tire iiiterval rather than require plant shutdcwn for missed surveillance tests. The proposed change to TS 4.0.4 wculd clarify the present TS 4.0.4 in light of revisions to TS 4.0.3.

The NRC staff is reviewing your submittal and finds that additional information identified in the enclosure is needed to complete its review.

Please provide your response within 45 days of the receipt of this letter.

As discussed with Mr. Les England and Mr. Rick King of your staff, it is unlikely that the NRC staff will be able to cor <1ete the review Of your September 30, 1988 a'pplication by Decerber 31, 1968 as requested in your letter. The NRC staff has had preliminary discussions with your staff regarding an alternate approach for reviewing only those TS changes that are needed for your March 1989 refueling outage. We will continue discussions with your staff to resolve this issue.

GULF STATES UTILITIES COMPANY RIVER BEND STATION UNIT 1 REQUEST FOR ADDITIONAL INFORMATION By letter dated Septernber 30, 1988, Gulf States Utilities Cor.pany requested changes to the River Bend Statinn Technical Specifications response to Generic Letter 87-09 regarding TSs 3.0 and 4.0.

The following additional information is needed to conplete the staff's review:

1.

Provide a list of all TSs for which the proposed change to TS 3.0.4 will provide new operating flexibility.

2.

Provide a safety analysis for each TS for which the proposed change to TS 3.0.4 will provide new operating flexibility. The safety analysis should demonstrate that the new operating flexibility of each of these TSs will result in an acceptable level of safety for the specified operation of the facility.

3.

For each TS for which the proposed change to TS 3.0.'.

ill provide new operating flexibility, provide the basis for your.cnclus13n that the three standards in 10 CFR 50.92 are met.

4 Provide a description of administrative controls on maintenance, startup operation, ar;d refueling activities to demonstrate that plar.t startup and refueling 6ctivities will usually be conducted when all required equiprent is operable. This description of advinistrative centrols shculd be in the level of detail usually provided in the FSAR. Also, provide a cornitment to include this description of adr.inistrative controls in the next update of the USAR.
