Dear Mr. Miller:
This is a request to revise Appendix A to Facility Operating License No. 4-110, Technical Specifications for Idaho State University AGN-210 M. Reactor (Serial #103), Docket No. 50-284.
The changes are identified in the enclosed copy as follows; wording to be deleted is lined through, and wording to be added is double underlined. The location of each change, along with the justification for each change is as follows:
Page 6. 6k/k is the proper indication for reactivity.
Page 10, Line 5. Correct typographical errcr.
Page 12, Item c.2 The addition is to allow the approved neutron radiography experiment.
Page 12, Item c.3 Added to recognize the additional shielding required when operating at power levels above 0.5 watts.
Page 12, Basis. Remove reference to "accelerator room" which was present in the previous reactor location in the Physical Science building.
Page 19. Update name from "Nuclear Engineering Department" to "College of Engineering".
Page 20. Update "School" to "College" and remove the requirement that the Dean of the College of Engineering also be the Reactor Administrator. Mr. Charles Miller October 28, 1998 Page 2 Page 21, Figure 1. Place the position of the Dean of the College of Engineering in the organization chart and remove the requirement that the Reactor Administrator hold an SRO license in conformity W3th ANSI /ANS-15.4-1977 (N380).
Page 21, under Figure 1. Add clarification statement regarding qualifications of persons in the organization.
Page 25, 6.5.a. and 6.5.b. Indicate that the Reactor Administrator shall have a review authority as shown in the revised organization chart.
Page 26. These proposed changes also clarify authority as shown in the organization chart.
