e APPENDIX A NOTICE OF VIOLATION Arkansas Power & Light Company Dockets:

50-313/86-07 Arkansas Nuclear One, Units 1 and 2 50-368/86-07 License:

DPR-51 NPF-6 During an NRC inspection conducted on March 17-21, 1986, a violation of NRC requirements wcs identified.

The violation involved the failure to assure the structural stability of solidified radioactive contaminated oil.

In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions,"

10 CFR Part 2, Appendix C (1985), the violation is listed below.

Failure to Verify Stability of Solid Radioactive Waste 10 CFR Part 20.311(d)(3) requires that the licensee conduct a quality control program to assure compliance with 10 CFR Part 61.56(b)(1), which requires that radioactive solidified waste must have structural stability.

Contrary to the above, the NRC inspector determined on March 20, 1986, that the licensee had not implemented a program for assuring quality control of solidification of contaminated oily waste nor had quality _ control samples been analyzed to verify structural stability of the contaminated oily waste solidified and shipped in 1985.

This is a Severity Level IV violation (Supplement IV).

Pursuant to the provisions of 10 CFR 2.201, Arksnsas Power & Light Company is heresy required to submit to this office within 30 days of the date of the letter transmitting this Notice, a written statement of explanation in reply, including for each violation:

(1) the reason for t..a violation if admitted, (2) the corrective steps which have been taken and the results achieved, (3) the corrective steps which will be taken to avoid further violations, and (4) the date when full compliance will be achieved. Where good cause is shown,

- consideration will be given to extending the response time.
