SUBJECT:

C0HANCHE PEAK STEAM ELECTRIC STATION (CPSES) l DOCKET NOS.50-44S AND 50-44C PROCESS FOR. IDENTIFYING PSR CHANGES TO THE NRC

[

t Gentlemen:

[

L TV Electric has submitted to the NRC Project Status Reports (PSRs) summarizing the implementation of the Corrective Action Program (CAP) at CPSES in eleven disciplines.

Since the PSRs described the results of efforts of a continuing nature, the purpose of this letter is to identify and define changes to information contained in the PSRs that will be saecifically identified in i

correspondence to the NRC.

It also identifies clanges in such information for which TV Electric believes specific correspondence to the NRC is not necessary l

since the new information is otherwise provided in writing to the NRC or is i

readily available to NRC site personnel, i

l As you are a,vare, in addition to summerizing the CAP plans (including both the l

design validation process and Post Construction Hardware Validation Program (PCHVP)) which are described in more detail in previous submittals to the NRC, the PSRs contain additional information regarding the CAP methodology and work i

performed, the QA program implemented for each discipline, validation results and the resolution of CPRT, external and CAP identified issues.

t The CAP plans were approved by the NRC in its letter dated January 22, 1988, j

which requires NRC approval before implementation of any changes to these plans that would affect the basis for the NRC approval.

Since the NRC will I

thus be informed of any significant changes in the CAP plans, it will not be

[

necessary to notify the NRC of any changes in similar information contained in j

the PSRs.

TXX-68725 October 31, 1988 Page 2 of 3 To the extent that the PSRs provide additional descriptions of how the CAP is being implemented, TU Electric will identify to the NRC in correspondence any changes in the following information that would affect the basis for NRC's conclusions in the relevant Supplemental Safety Evaluation Report (SSER):

Scope of CAP Work Performed in Each Discipline CAP Hetnodology QA Program Changes Applicable to CAP We also understand that the NRC should be informed of changes in information in the PSR Appendices A and 8 relating to issue resolution, corrective action and preventive action.

Since the NRC is already notified by TV Electric's

$DAR status letters of changes relating to issues identified in Appendices A and B of the PSRs that were reported under 10CFR50.55(e), no additional correspondence to the NRC on such information is required. We will however notify the NRC of changes relating to issues in Appendix A of the PSRs that l

were not reported under 10CFR50.55(2).

1 r

Finally, as the CAP effort continues to completion, inevitably there will be some changes in information that was current at the time the PSR was issued, l

such ast r

Audits, Surveillances and Inspections in addition to those listed.

I Revisions of PCHVP Final Acceptance Attributes (TXX-6783 stated that the PCHVP Attribute Matrix will be revised periodically and revisions made available for NRC review onsite).

Quantities of CAP Work Product;, (e.g., modifications identified, calculations validated, specifications revised).

Revision Number or issue Date of Referenced Documents.

Since the NRC is aware that such information is subject to frequent changes and can readily obtain and review any such updated information onsite if it so

[

desires, no additional correspondence to the NRC on such subjects is planned, i

TXX-88725 October 31, 1988 Page 3 of 3 We believe that the identification process described above will adequately i

assure that the NRC is knowledgeable of any significant change in information contained in the PSRs.

If you have additional qnstions, please contact me.

Very truly yours, VylO W. G. Counsil JCH/mlh c - Mr. R. D. Martin, Region IV i
