RESPONSE TO NRC BULLETIN 88-04 On May 5, 1988, the NRC staff issued NRC Bulletin 88-04, "Potential Safety-Related Purp Loss." The tulletin requested the evaluation of all safety-related purps for 1) purp-to-pump interaction during miniflow o>eration that could result in i
dead-heading of one or more of the purps and C) tie adequacy of the minimum l
flow bypass lines with respect to damage resulting from operation and testing in the minimum flow mode. The bulletin also requested that within 60 days of receipt of the bulletin, Itcensees provide a written response that (a) sumarizes i
3 the problems and the systems affected, (b) identifies the short-terin and 1cng-tem modifications to plant operating procedures or hardware that have been or are being imp 1tn.ented to ensure sa.fe plant operations (c) identifies an appropriate schedule for long-tem resolution of this and/or other significant problems that are identified as a result of this bulletin, and (d) provides justification for continued operation particularly with regard to General Design Criterion 35 of f.ppendix A to Title 10 of the Code of Federal Regulations (10 t
CFR Part 50)

Your response provided the information requested in a, b, c, and d above. Your response also described the long-tem resolution actions and identified a L
coupletion date of January 1989 for those actions. This fulfills your 3
requirement in responding to Bulletin 88-04.
