Dear Chairman Zech:
I Last week, at a hearing before the Subcommittee on General Oversight and :nvestigations, we were told of a frightening incident at whAch the plant manager was apparently under the influence of alcohol in the control room of the Davis-Besse nuclear power plant.
It now seems that the New Year's Eve occurrence at Davis-Besse may not have been an isolated instance.
Just four days after the Subcommittee hearing, a senior

manager at the Illinois Power Company's Clinton plant was observed by a security guard to have alcohol on his breath and to stumble while passing through a radiation frisker.
This event is most distressing.
We simply cannot afford to have those in control of nuclear power plants unable to control themselves.
Once again this demonstrates the need for the NRC to address alcohol in a serious way in its fitness for duty rule.
l It is the NRC's responsibility to protect against drug and l
alcohol abuse at nuclear power plants.
It is not enough for the NRC to leave it to the industry to regulate itself.
- Indeed, there is no indication that the utility is dealing with this situation adequately.
The NRC's report of an ' unusual j
occurrence' makes no mention of any for-cause alcohol test given to tne senior manager in question nor was any objective standard applied to determine inebriation.

Especially in light of the utility's attempted cover-up at Davis Bosse, why is the NRC not investigating this incident 2.
Does the,'RC agree with the utility's docinion to allow the senior manager to continue in his duties, presumably with u.sscortou access to the control room and other /ita'

If you do agree wi;h the utility's decision to leave the senior manager in place during the pendency of the investigation:
Has the NRC placed any time limits on the a.
utility's investigation?
If not, why not?
b.
Has the NRC required the utility to take any precautionary measures during the pendency of the investigation, such as limiting his unescorted access to the control room?
If not, why not?
