We find the changes in the subject letter and the attachment thereto to be consistent with provisions of 10 CFR 50.54(p). Accordingly, they are acceptable for inclusion into the plan.
The enclosures to your letter contain Safeguards Information of a type specified in 10 CFR 73.32 and are being withheld from public disclosure.

In accordance with the provisions of 10CFR50.54 (p), Revision 16 of the Fort St. Vrain Physical Security Plan with Appendix "B",
" General Criteria for Security Personnel," are submitted for review and approval as the operational Security Plan for Fort St. Vrain.
In addition, Appendix "C",
" Safeguards Contingency Plan",
is included as Revision 16, with no changes and Appendix "A",
"Special Security fieasures During Refueling Operations" (Confidential). is being submitted as Revision 16, with no changes, under separate cover.
This Plan revision is in response to Reference (1) regarding proposed changes to the Security Plan and Reference (2), which refers to NRC acceptance of these proposed changes.
As a result of these letters, appropriate changes have been accomplished in the fort dt. Vrain Physical Security Plan and other noderate changes have been incorporated into the Security Plan, which are also documented in the Explanation of Changes (Attachments 1 and 3).
Inese changes are being s ubini t ted prior to and in anticipation of the completion of constructinn and upgrade of areas addressed by these changes.
We request that the enclosed information be withheld from public disclosure pursuant to the provisior.s of 10CFR2.790 (d) and 10CFR73.21.
