Letter from E. J. Mroczka to U. S. Nuclear Regulatory Commission, Millstone Nuclear Power Station, Unit No. 3 Station Blackout, dated March 12, 1987.

The purpose of this letter is to inform you of the staff's plans for review of your response and appeal of Station Blackout Backfit Item 1 contained in your letter dated March 12, 1987.

The staff is currently evaluating your arguments against the rationale for imposing the backfit together with your policy and plans for shutting down Unit 3 in advance of severe weather conditions at the site.

As discussed with your licensing staff on March 19, 1987, the NRC staff would like to meet with you to discuss your existing station procedures and planned modifications for shutdown.

A meeting has been scheduled for 1:00 p.m. on March 27, 1987 at NRC Headquarters in Bethesda, Maryland. Our objective will be to better understand how you meet the intent of our concern with cooling down when the approach of a hurricane or another event with the potential for disrupting offsite power is anticipated.

You should be prepared to discuss your criteria for shutting down in advance of severe weather and anticipated salt spray buildup, and precautionary steps you may take prior to and during the reactor shutdown.

A decision made by the Office of Nuclear Reactor Regulation on whether or not the backfit is to be imposed will be forwarded within four weeks of the meeting.
