Mallett,Ph.D. j 1 ) This report was prepared in response to our phone conversation of March 19,1986 and described thu work that was done at the Ad-vanced Technology Center (ACT) ht Wingfoot Lake (WFL) during the finish of the DOE Contract. This report will describe the spe-cific events of the shut down, equipment disposal and clean up procedures used during the time period from June 1985 to January 3 1986. i As requested, there is a section on the historical data of actual operating conditions from October 1982 to June 1986 WFL TESTING FACILITY The WFL ATC facility was the only facility operated by Goodyear Aerospace Corporation (GAC) where radioactive materials, as Ura-i nium Hexafluoride gas (UF6) was used. GAC operated this facility under a NPC license and was funded on a DOE Contract t DE-AC05-810P20789. The specific locations where the material was used, stored and enrichment analysis preformed are shown !.n At-tachment 1,"Air Monitor Locations (Inside)". The attachment also has a specific unit on UF6 Inventory, specifically describing the quanitied of UF6 received in SA cylinders and Hoke tubes. This section logs the process, laboratory and the quanities of UF6 ma

During the facility closing in June through September 1903 other area were of the facility were used to clean, decontaminate, store, cut up/ package and stage materials for shipment back to the DOE facilities at Oak Ridge or Piketon. WFL ATC complex was continuously monitored at six (6) specific points. The area samplers consist of two Eberline ALPPA+2 units and four Eberline RAS-1 units. The pumps were placed a' specifi locations to monitor the potential Alpha radiation from the Test stands,the PIT,the Decontamination area, Mass. Spec. room and the HEPA Filter exhaust from the laboratory hood from the decontam-ination area. As stated in the above paragraph ALL data associ-ated with this project is enclosed in this book. Mechanical Engineering, CED-R&D Test-ing Operations. Mr. Lilley has 28 years with GAC, of which f aince 1974 he has been with the CED-R&D program. Some of his previous duties were the engineering,' procurement, fabrication, installa-tion of the centrifuge test stands; prepare detailed test, cali-bration, operating procedures; Supervise and preform duties evolving the handling, accounte.bility, storage, flow regulation, environmental testing of UF6. WATER CONTAHINATION SAMPLING AND ANALYSIS One part of the Environmental monitoring of the WFL ATC facility was the collection and analysis of discharge water,from the fa-This was accomplished on a routine basis at two sampling cility. ' the Imhof septic system, at the North end of the hangar points; and the property run off, at the South end. The Attachment pre-sents a facility map showing water / air sampling sites and all test data on the collected water samples from December 1982 - July 1986. All water samples were found Minimum Detectable Activity (MDA). FENCE LINE ATMOSPHERIC MONITORING Atmospheric monitoring was conducted at four compass points around the WFL property. These points are aise notated in the Attachment "Outside Air & Water Results". All the Atmospheric Monitoring data is presented in a reduced computer print out. All values are reported as Atto curie, atto = 10 -18. DIOLOGICAL MON MORING Corporate Industrial Hygiene required employees working with UF6 to have annual physicals. As part of the biological monitoring program urine samples were taken and analyzed for total Uranium and Enriched Uranium. The Attachment presents an annual urine analysis report and the method of contacting the employee with their results. Also enclosed in this attachment is the results of a urine analysis taken af ter employees finished cutting up and boxing contaminated rotors. All employees in the program were also required to ware film badges. Siemens Gammasonics was the contractor for this service

SHIPPING OF CONTAMINATED EQUIPMENT Approximately two weeks after the contract termination notice was received of June 5,1985 the WFL employees started to disassemble the Automatic Gas Centrifuge (AGC) test stands and associated pieces of equipment.On June 13,1985 work was started to take down the test stands, disassemble the rotors, clean contaminated parts and pachage for shipment. a similar project was also done on July 11,1985. the latter assignment was for the cutting up and packaging of all the decontaminated rotors. Attachment 1 the area map shows the locations of the rotor decontamination area the i center feed column cut up area, the casing storage and final packaged parts staged for shipment. The sh'ipments of either classified or low level radioactive rotors, casings, test equipment, pumps and drummed waste was ac-complished from September 1985 to January 1986. The last page of the November 20,1985 Memorandum titled "liuclear Materials Inven-tory UF6 (Final)" list all the shipments and their contents, ex-cept the final shipment of waste materials. The last shipment of contaminated material was shipped on January 8,1986. Teledyne Isotopes of Westwood NJ. was contracted by Corporate Industrial !!ygiene to pick up and dispose of 23 drums of low level radioac-i tive waste.
