SPECIFICATION CHANGE REQUEST - STATION BATTERY SERVICE TEST NRC Staff review of Consumers Power Company submittal dated December 22, 1986 verbally requested additional information to complete the review. Attachments I to this letter provide the requested information.

Our submittal dated December ?2, 1986 requested a change to the Big Rock Point Technical Specifications to resolve a contradiction described in LER 86-004, j Since that submittal the station battery has been replaced due to age. Exide

  • EA-13 cells are now used as a replacement for the Exide EHGS-17 cells. A change was also made to the two hour service profile at that time to permit ,

leaving the DC Turbine Lube Oil Pump on for two hours instead of 30 minutes.

Attachment 1 to this letter provides a copy of the design calculations used to

support this change. The DC Turbine tube 011 Pump was not left on for the r full 121 uinutes of the duty cycle. Adding the additional minute would have required the next larger size cell and additional DC system changes.

a l To ensure that the needed battery capacity is retained to restore station  !

I power, procedural steps are still retained to require removing the DC 011 Pump 4

from service after turbine coastdown. Attachment 2 provides a copy of off-normal procedure 2.36 "Loss of Station Power" which provides this guidance. ;

The current revision still specifies 30 minutes; however, a change is in progress which will state two hours.

2.4 SUBSEQUUrf OPERATOR ACTIONS

1. Chack emergency condenser for proper operation and subsequently close outlet valves to prevent rapid cooldown.
2. Maintain primary system cooling rate less than 100*F/h and less than 150*F differential between any two points on reactor vessel and steam drum.
3. Continue Plant cooldown to achieve shutdown conditions (less than 212*F) within 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />, since the RDS System is deemed inoperable due to loss of battery chargers on more than one channel.
4. Switch, Channel 1, Reactor Protection System to alternate power supply (S-6 Switch).
5. Place essential plant load on emergency diesel generator according to Procedures Manual SOP-28 (within 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> if desin water makeup to the ECS is required).

NOTE: If the emergency generator fails to start, refer to ONP-2.14, Loss of Diesel Generator. If it cannot be started, start the Standby Diesel Generator and couect to emergency bus MCC-28 via SOP-28, Step 6.3.
