DUQUESNE LIGHT COMPANY Beaver Valley Power Station Unit 2 Startup Manual Chapter 3.7 ASME SECTION XI PCMP AND VALVE ADMINISTRATIVE PROCEDURE I. PURPOSE The purpose of this procedure is to describe the BVPS-2 Startup Group participation in developing and performing the BVPS-2, ASME XI Pump and Valve Test Plan. This procedure defines the responsibility of personnel involved in the program and 'also delineates the control of the Pump and Valve Test Plan. This procedure is used for the development and approval of the ASME XI Pump and Valve Test Plans for Preservice Inspection and Inservice Inspection. Administration of the Preservice Program for Pumps and Valves will be covered by this procedure. The Inservice ASME XI Pump and Valve Test Plan will be administered and controlled by Testing and Plant Performance Administrative Procedure No. 11.1, "IST Administrative Procedure" when permanent plant procedures are implemented to replace the startup manual.

II. APPLICABILITY A. This procedure is applicable to all personnel involved with the ASME Section XI testing of pumps and valves for BVPS-2.

B. This procedure applies to the testing of pumps and valves as required by: ]

1. The ASME Boiler and Pressure Vessel Code,Section XI,  ;

1980 Edition through Winter 1980 addenda; )

2. The BVPS-2 FSAR; and
3. The BVPS-2 Proposed Technical Specifications.

III. DEFINITIONS A. BVT - Beaver Valley Test - A surveillance test performed by I the Operations Section, Post Core Load Testing Group.

B. IST - Inservice Test - A specific test, performed after the initial plant startup, to obtain information through measurement or observation to determine the operational readiness of a pump or valve.

E. P0 - Pre-operational Test -

A specific test performed to verify a systems operability.

F. PRC - Procedure Review Committee - A committee, within the BVPS-2 Startup Group (SUG), whose function is to review and recommend approval of various SUG procedures.

i l G. PST - Preservice Test - A specific test, performed as part of l the Preservice Inspection (PSI), to obtain information l

l through measurement or observation to determine the l

operational readiness of a pump or valve. l 1

H. SOV - System Operability Verification - A specific test, performed to verify a system's operability.

I. SUG - Startup Group J. SWEC - Stone and Webster Engineering Corporation K. IST Coordinator - A Procedure Engineer assigned by the Nuclear Station Operations Supervisor to develop, coordinate, and update the IST Program.

l IV. ORGANIZATION AND RESPONSIBILITY ,

I A. The IST Coordinator reports to the Nuclaar Station Operating l Supervisor and is responsible to:  ;

1. Coordinate the ASME Section XI Pump and Valve Test Plan within the scope of this procedure. This includes developing and maintaining the Pump and Valve Test Plan along with performing the necessary reviews and updates of the IST Program administrative procedures.
2. Interface with the SUG Systems Testing Section and the l SUG Operations Section in reviewing software and recording data for the Pump and Valve Test Plan.

l 3. Interface directly with SWEC during the development and l implementation of the Pump and Valve Test Plan and j eventually accept for DLC the pump packages and valve I

list.

5. Interface with Plant Staff (BVPS-1) Testing and Plant .

Performance Group to ensure that the BVPS-2 IST Plan is I as consistent as possible to the BVPS-1 Plan.

6. Ensure compatibility between PST and IST procedures.

B. The Operations Section, Nuclear Station Operations Supervisor is responsible to: l l

1. Coordinate the preparation and review of applicable Operating Surveillance Tests (OST's). l
2. Provide Operations support to perform required testing. )

C. The System Testing Section is responsible to:

1. Coordinate the preparation and review of applicable pre-operational test procedures and S0V's.
2. Make available to the IST Coordinator, ASME test data )

obtained during pre-operational testing.

D. The Post Core Load Testing Group is responsible to:

1. Coordinate the preparation and review of applicable BVT's and initial startup tests.
2. Make available to the IST Coordinator, ASME test data j obtained during BVT's and post core load testing.

E. SWEC is responsible to:

1. Prepare pump packages and pump relief requests.
2. Prepare a valve listing and valve relief requests.
3. Provide test procedures.

VI. INSTRUCTIONS 1

A. General Requirements '

1. The Pump and Valve Test Plan for ASME code Class 1, 2 and 3 components will be performed in accordance with Section XI of the ASME Boiler and Pressure Vessel Code and applicable addenda as required by 10CFR50, Section 50.55a(g), revised as of January 1, 1983, except where specific relief has been granted by the Nuclear Regulatory Commission persuant to 10CFR50, Section 50.55a(g) (6)(i), and in accordance with applicable Regulatory Guides and I.E. Bulletins as identified by the Technical Specifications and commitments in the FSAR.
2. The Pump and Valve Test Plan will be performed in l compliance with the DLC Quality Assurance Program, which l is in compliance with 10CFR50, Appendix B.

i B. Augmented Valve Test Requirements The primary reactor containment shall comply with the containment leakage test requirements in accordance with 10CFR50, Appendix J. The Valve Test Plan will include Type C l testing of valves in accordance with Appendix J to meet the requirements for Category A valves in Section XI, for containment isolation valves.

1. Only ASME Class 1, 2, and 3 centrifugc1 and positive ,

displacement type pumps that are required to perform a specific function in safe shutdown or in mitigating the consequences of an accident and are provided with an emergency power source are considered within the jurisdiction of this Pump Test Plan.

2. Pump drivers are excluded from the requirements of this Test Plan, except when the pump and driver form an integral unit and the pump bearings are located in the driver,

, 3. ASME Class 1, 2, and 3 pumps that are supplied with emergency power solely for operating convenience are excluded.

4. Only ASME Class 1, 2, and 3 valves which are required to perform a specific function in shutdown of the reactor to the cold shutdown condition or in mitigating the consequences of an accident are considered within the jurisdiction of this Valve Test Plan.
5. Valves exempt from testing are those used only for operating convenience, valves used for system control,  !

and valves used only for maintenance.

6. External control and protection systems responsible for sensing plant conditions and providing signals for valve. i operation are exempt.
7. Pumps and valves that have been specifically excluded from testing requirements by NRC correspondence will not be included in this program.

1. The ASME Section XI Pump and Valve Test Plan is a controlled document that contains a complete copy of the following items:
a. List of all pumps ani valves to be tested. The pumps and valves will be listed on sheets similar to Attachments 3.7-1 and 3.7-2. ,
b. List of test procedures utilized for testing. The preservice (reference) data may be obtained using )

i pre-operational test procedures, SOV's and OST's.

Inservice tests will be performed using both OST's l and BVT's. The control of pre-operational, OST's l and BVT's test documents is detailed in .Section VI.E.

c. Relief requests as generated.
d. Explanations of designations and abbreviations used in the Test Plan.
2. Controlled copies of the ASME Section XI Pump and Valve l Test Plan will be issued to ensure that the most recent edition of the plan is available to cognizant personnel.
3. Each page of the Test Plan will include: l I a. Title of the Plan j l
b. Page number
c. Applicable issue and revision
4. Each controlled copy will . be issued with an "ASME XI .

Pump and Valve Test I'lan Transmittal Form". Attachment 3.7-3. When a revision is made to the Test Plan and the superseded pages recalled and/or destroyed, the responsible individual maintaining the controlled copy shall sign the transmittal form and return it to the IST Coordinator.

E. Test Procedures

1. All tests performed by SUG as part of the Pump and Valve Test Plan will be performed in accordance with DLC approved written procedures. ,
2. The preparation, approval, revision, and control of test l

procedures which obtain required pump and valve data will be in accordance with Reference V.C., V.D., V.F.,

I and V.G.

3. Preparation of these test procedures will be coordinated by the IST Coordinator to assure that the required data can be obtained using the test method specified and the testing methods for PST and IST are compatible.

F. Data Collection

1. Pumps
a. Pumps will have data recorded which may include the following reference parameters as specified by individual procedures:
  • Speed (if applicable)
  • Inlet Pressure
  • Differential Pressure
  • Flow Rate
  • Vibration Amplitude
  • Proper Lubricant Level or Pressure
  • Bearing Temperature
b. Subsequent test results shall be compared to these baseline reference values, or the results of the first inservice test run, or with new reference values, established when a pump is replaced, repaired, or serviced.

VI. F. 1. c. Reference values should be at points of operation readily duplicat'ed during subsequent inservice testing. However, plant conditions may preclude returning to the same reference point on the pump curve in subsequent inservice testing. Because of l

this operating condition, the specific pump testing procedure will gove'rn the operating and test conditions. ,
d. Inservice test data- on pumps will be obtained according to the frequeiicy and procedure noted in the Pump and Valve Test Plan.
2. Valves,
a. Each valve incibded 'in this program,. after installation and prior to service, shall be tested

as required by an approved test procedure.

b. The preservice test phould be conducted under conditions similar7 to those to be experienced during subsequent inservice. tests.
c. Safety and relief valves need not be installed

G. Data Review a

have been fulfilled. The IST Cooldinator shall ensure I that new reference values are obtdrned on components reqdiring maintenance affecting the original reference values.

VI. G. 2. Inservice pump and valve data will be compared to the reference data by the Plant Staff Shift Technical' Advisor (STA) Group. If any component is deemed to require corrective maintenance by the STA Group, a maintenance work request will be prepared. Prior to STA Group availability at BVPS-2, the IST Coordinator will assume their functions and initiate the necessary work request.

H. Records

1. The IST Coordinator will forward copies of data, records, and reports to the ISI Director.
2. Correspondence with SWEC will be maintained by the IST Coordinator and copied to the ISI Director. .
3. Upon completion of a test, the data obtained will be considered lifetime quality assurance records and maintained in accordance with Reference V.E. and V.H.
4. A file, separate from that of the SUG System Testing Section and Operations Section will be developed and maintained by the IST Coordinator to compile ASME reference data for each component in the program. This file will be for informational purposes only and will be turned over to the ISI Director.
