Dear Mr. Musolf:
By letter dated August 19. 1986, Northern States Power Company (NSP) requested that the Office Nuclear Reactor Regulation review and concur with a methodology for microfilming radiographs assocL.ed with safety related -
components at the Prairie Island Nuclear Gener:QgPlantUnitNos.-1and2.
The ASME Code Section XI (1980 Edition, Winter 01 addenda)' allows radiographs to be microfilmed ~provided that the accuracy of the reproduction-process gives the.same information retrieval capability as the original radiograph when the microfilm is projected to the original size, including exposure, focusing, contrast and resolution. Specifically, the methodology.
for' microfilming proposed by NSP consists of:
(1)' multiple exposures utilizing five microfilm ~ images for each radiograph, in which each microfilm image has a different density ranging from approximately 1.5 to 4.0, (2) selecting component radiographs that are likely to be reproduced successfully to meet Code requirements, and (3) retention fo'r a period of two years all original radiographs reproduced on microfilm.
The staff is concerned with the disposal-of the original radiographs =of certain Code Class 1 and 2 components. showing the reactor vessel welds, the safety-related pipe welds, and components with known flaws:that now serve as baseline information for future examinations and evaluations.
We request that these particular radiographs be retained as permanent records.

. On December 17-18, 1986, the NRC staff accompanied by an NSP task group-audited Micro Media Inc., Minneapolis, Minnesota to determine if the microfilming activities met Code requirements. The NRC> agrees with the task group's conclusions in that several critical constraints.in the methods and procedures need to be resolved before' microfilming.. techniques at Micro Media Inc., can be found acceptable. These constraints are discussed in our.
safety evaluation, a copy of which is enclosed. On this basis, we conclude that your request for substituting microfilms for'the original radiographs at -
the Prairie Island Nuclear Generating Plant Unit Nos. L1 and 2 is denied.
This completes our efforts under TAC Nos. 63131 and,63132.
