Staff with a schedular plan for the update of the FSAR, which was accepted by J

the Staff in November,1985.(2) Included in the plan were schedule milestones for submittal of certain documents, related to the FSAR update process, to the NRC.

The purpose of this letter is to provide the documents required by the Staff in fulfillment of the March 31, 1937 commitment to complete the update of the FSAR. Pursuant to 10CFR50.71(e) and 10CFR50.4(b)(6), this transmittal consists of one original and ten (10) copies of the FSAR Chapters listed below:

Chapter 14 -Initial Test Program in addition to the above chapters, pome changes and additions to the chapters submitted on December 17, 198613) are included in this submittal.

This submittal, in conjunction with the December 17, 1986 submittal, presents changes made since the original FSAR submittal that were necessary to reflect the information and analyses submitted to the Commission or prepared pursuant to Commission requirements as of December 31,1986.

10CFR50.71(e)(2)(ii) stipulates, "This submittal shall include an identification of changes made under the provisions of Section 50.59 but not previously submitted to the Commission." Pursuant to Section 50.59(b), and Technical Specification 6.9.1.4, such information is routinely submitted to the NRC as part of our annual reports, and is not included in t s submittal. The most recent annual report was submitted on February 27,1987 /.

This submittal concludes our work to initially update the Millstone Unit No.1 FSAR pursuant to 10CFR50.71. We trust that the Staff will find this submittal fully responsive to our commitments and the terms of the exemption.
