SAFETY EVALUATION REPORT - MARK III RELATED ISSUES l
l Appendix K to Supplement 2 of the River Bend Station Safety Evaluation Report (SER) identified nine unresolved Humphrey Concerns:
1.3, 2.1, 2.2, 2.3, 3.1, l
3.3, 3.4, 3.6 and 3.7.
Pursuant to provision of Condition (C)(5)(b) of the River Bend Operating License, NPF-47, you submitted a [[letter::RBG-24-131, Responds to Mark III Open Items in Suppl 2 to SER (NUREG-0989).Revs to Action Plans 2,5,6 & 8 Encl. Restrictions Against Operation of RHR Sys in Steam Condensing Mode Following LOCA Will Be Added to Procedure|letter dated July 31, 1986]] providing additional information to resolve these issues.
Based on the staff's review and evaluation of your submittal as documented in the enclosed Supplemental Safety Evaluation Report (SSER), the staff concludes that concerns 1.3, 2.1, 2.2, 2.3, 3.3, 3.a and 3.7 are resolved.
In addition. Humphrey Concerns 3.1 and 3.6 are also resolved, subject to the l
operating limitations described in the enclosed SSER.
1 In the case of Humphrey Concern 3.1, the staff finds that you have not satisfactorily demonstrated the capability of the residual heat removal (RHR) system's discharge line to accommodate chugging type lateral loads when the RHR system is operating in the steam condensing mode. As a result, the staff l
considers this issue resolved on the basis of Condition (C)(5)(a) of the River l
Bend Operating License that states:
"GSU shall not use the residual heat removal system in the steam condensing mode without prior approval of the staff."
l In the case of Humphrey Concern 3.6, the staff finds this concern satisfactorily l
resolved provided that any approved operation in the steam condensing mode l
would be at local suppression pool temperatures up to but not exceeding 130*F.
As stated above, any operation of the RHR system in the steam condensing mode l
issubjecttoLicenseCondition(C)(5)(a).

Accordingly, the staff finds the Mark III Related Issues resolved for River Bend Station, subject to License Condition (C)(5)(a) and the provisions of the enclosed SER. The attached SSER should be appended to Section 6.2.1.9 and Appendix K of the River Bend SER.
