LICENSE CONDITION C(7) (b)

1)SLNRC-83-19 dated 4/15/83 2)SLNRC-86-04 dated 2/27/86 License Condition C (7) (b) of Callaway Facility Operating License, NPF-30 requires a fully functional Technical Support Center (TSC) and Emergency Operations Facility (EOF) and a fully operable Emergency Response Facilities Information System (ERFIS) prior to startup following the first refueling outage.
The purpose of this letter is to provide the current status of these facilities and system and to confirm our commitment that these will be completed, as required by the license condition.
In order to assess the operability of the emergency response facilities for Callaway, an Emergency Response Facility Assessment Program has been established.
This program assess 5s the readiness of the TSC and EOF and is based on a draft of the 1
NRC IE Inspection Procedure for Emergency Preparedness.
The assessment evaluated the physical facilities, the computer based information management systems and equipment 1 (including model and system reliability and validity), radiological equipment and supplies, dose assessment capabilities, communications equipment, and necessary plant records and drawings.
This program utilized engineering evaluation and walk throughs to verify functional capabilities of the emergency response facilities and information systems.
With this program we have determined that the subject facilities and information systems are fully functional.

Additionally, in response to Generic Letter 82-33 concerning Supplement 1 to NUREG-0737, Requirement for Emergency Response capability, UE committed in Reference 1 to completion of the Safety Parameter Display System (SPDS) by the first refueling.
Reference 2 documents that the SNUPPS SPDS Verification and Validation Program has been completed and that the system hardware and software requirements are complete at Callaway.
Since the SPDS is a part of the ERFIS, the previously discussed program also concluded that the SPDS is fully functional.

Training on the SPDS for operating crews and shift technical advisors has been completed.
Training of emergency response personnel on the SPDS and ERFIS is currently being conducted and will be completed on April 9, 1986.
Based on the preceding discussion, the emergency response facilities and.information system are. complete with the exception of training which will be complete on April 9.
The. activities associated with close-out of this license condition are available for on-site review.
