Generic Letter 88-14 Gentlement The purpose of this letter is to document the telephone conversation between Mr.

- Petersen, Wolf Creek Nucle r Operat.ing Corporation (WCN00) and Mr. D. V. Pickett,
- NRC, on October 13, 1988 concerning Generic Letter 88-14.
The Generic Letter requires a design and operations verification of the instrument air system.
It also says that if instrument air system testing which may be required cannot be completed within I P.0
- days, it may be deferred until the next scheduled outage.

Wolf Creek Genersting Station (WCGS) is currently in the Refuel III outage.
If VCNOC determines that additional testing is aeeded to fulfill the requirements of the Generic Letter, it is not likely that testing could be completed during the current Refuel III outage without significantly impacting the outage schedule.
This is Juo to the time involved in developing testing methodologies, acceptance criteria and test procedures as well as the extensive preplanning required to incorporate a test into an outage schedule.
If instrument air system testing is required at WCCS to fulfill the requirements of Generic Letter 88-14, the test will be conducted after the test program is developed and at the next available outage of sufficient duration and appropriate plant conditions to accomodate the test.
In any event any required testing will be performed no later than Refuel IV oute.;:e which is currently scheduled for Spring, 1990.

A9 part of the preoperational test program, the fall-safe position of all safety-related valves was tested by locally bleeding the instrutaent air supply.
During additional testing, the valve's stroke time was measured, the failure postition was verified, and the air pressure required to initiate valve movement and the air pressure required to reach 100% valve travel were recorded.
The safety-related air accumulators were also tested during preoperational testing by bleeding down the air and nitrogen supply lines.
The accumulators were then monitored for leak tightness, including the instrument air supply line check valves.
With the supply lines isolated, the valves supplied by these accumulators were repeatedly stroked to ensure sufficient accumulator capacity.
All of the design and verification activities described in Generic Letter 88-14 are being addressed and the results of these activities will be described in our response which will be submitted within the 180 day requirement.
