PEACH BOTTOM ATOMIC POWER STATION STATUS REPORT FOR THE PERICO OCTOBER 3 TO OCTOBER 19, 1988 Enclosed is the Peach Bottom periodic status report froa .ne NRC Resident Office at Peach Bottom. Three NRC resident inspectors monitored activities at the plant during the report period.

These status reports are intended to provide NRC management and the public with an overview of plant activities and NRC inspection activities.

Subsequent inspection reports will address many of these topics in more detail.

ENCLOSURE PEACH BOTTOM ATOMIC POWER STATION STATUS REPORT 9 THE PERIOD October 3 - 19, 1988 1.0 Plant Status As of 8:00 a.m. on October 19, 1988, Units 2 and 3 are in a cold condition per the March 31, 1987, NRC Order with coolant temperatures less than 212 degrees Fahrenheit. The Unit 3 core is completely off loaded into the spent fuel pool.

2.0 Facility Operations Summary Unit 2 is in day 586 of its seventh refueling outage that beg, 4.ch 13, 1987. Unit 2 maintenance repair work is in progress on plant systems required for restart. Fourteen of fifty Unit 2 system windows are closed and turned over to operations. The Unit 2 reactor pressura vessel hydrostatic test is the next critical path item. Unit 3 is in day 385 of its seventh refueling outage that began October 1, 1987. Unit 3 maintenance and modification work is underway on 27 of 55 plant systems.

3.0 Items of Special Interest 3.1 IN" conducted a corporate evaluation during the period October 3 through 7, 1988. INPO provided the licensee with the results of their overall assessment at an exit meeting with the licensee on October 17, 1988, 3.2 On October 5, 1988, the NRC Commissioners held a meetir; at Rockville, Maryland, to review tha status of Peach Bott ,m.

Representatives from both the Philadelphia Electric Company and the NRC staff briefed the NRC Commissioners, i 4.0 Other Items of Interes+.

4.1 In a letter dated October 5, 1988, Philadelphia Electric Company reported that the Peach Bottom Restart Plan corrective actions are complete.

4.2 In a letter dated October 12, 1988, Pn11adelphia Electric Company -

submitted the report on their Restart Review Panel's Assessment of Readiness for Restart. The NRC is currently reviewing this .

1 4.3 The licensee commenced additional licensed operator training on the Peach Bottom simulator in Columbia, Maryland, on October 3, 1988.

Each shift crew is receiving a week of simulator training prior to crew evaluations that will be conducted by INP0 and NRC in November 1988.

5.0 NRC Activities During the Period 5.1 Three NRC Resident Inspectors and a regional inspector were assigned to monitor plant activities between October 3 and 19, 1988. These individuals consisted of the following:

Thomas P. Johnson - Senior Resident Inspector Richard J. Urban - Resident Inspector Larry E. Myers - Resident Inspector J. H. Williams - Project Engineer Areas inspected included operational safety, shutdown order commitments, radiation protection, physical security, control room activities and demeanor, reportable events, surveillance testing, outage activities, maintenance, and outstanding items.

5.2 One NRC specialist was on site during the peri October 3 through 7, 1988, to review the fire protection program. The results of this inspection will be the subject of a future NRC inspection report.

5.3 Two specialist inspect. ion reports were received durino the period.

An inspection report (50-277/88-33; 50-278/88-33) concerning the radioactive effluent controls program was issued on October 6,1988.

, The inspection was canducted from September 6 to 9, 1988. No violations were identified.

An inspection report (50-277/88-17; 50-278/88-17) detailing the results of the specisl maintenance team inspectica w., is:Jed or, October 11, 1983. The inspection was conducted from July 11 to July l 22, 1988. Four violations of minor significance were issued, 5.4 William F. Kane, Director, Division of Reactor Projects, and James C. Linville, Chief, Reactor Projects Section 2A, were on site October 5, 1983. These NRC managcment personnel toured the cor, trol room.

3
