SUDJECT: THREE HUNDRED AND SEVENTEENTH MEETING OF THE ADVISORY COMMITTEE ON REACTOR SAFEGUARDS, SEPTEMBER 11-13,1986 The Advisory Comittee on Reactor Safeguards held its 317th meeting in Washington, D.C. on September 11-13, 1986.

Items considered during this meeting are sumarized below:

317TH ACRS MEETING The Comittee reviewed the proposed resolution of USI A-46, " Seismic Qualification of Equipment in Operating Plants."

The Comittee met with representatives of the NRC Staff (NRR and RES) to review the NRC Staff proposal to issue for public coment a revision to the ECCS Rule - 10 CFR 50.46 and Appendix K.

Reports on the subjects noted above have been sent to you.

The Comittee met with representatives of NRR to discuss a proposed resolution approach for Generic Issue 124:

" Auxiliary Feedwater System Reliability."

The Comittee discussed a report of its Subcomittee on itetal Components concerning the NRC research program on degraded piping.

The Comittee's coments on these subjects have been provided to the Executive Director for Operations. Copies have been sent to you.

The Comittee discussed a series of suggestions for development of an NRC Long _ Range plan.

Additional discussion is to be scheduled during the Comittee's 31BTh meeting.

The Comittee met with representatives of the NRC Staff and the BAW Owners Group to discuss the BAW Owners Group Safety and Performance Improvement Program and evaluate the long term safety of B&W nuclear power plants.

The Comittee plans to continue to follow progress regarding this matter.

The Comittee met with you and the other Connissioners to discuss the ACRS report on Proposed NRC Standardization Policy dated August 15, 1986.

Since the last report of ACRS activities, the following subcomittee meetings have been held:

Maintenance Practices and Procedures, in Washington, D.C.,

on August 13, 1986 to review the report on Phase I of the NRC Maintenance and Surveillance Program Plan I&E Programs, in Bethesda, Md., on August 14, 1986 to review I&E inspection programs with focus on the Safety System Functional Inspection Thermal Hydraulic Phenomena, in Washington, D.C., on August 28, 1986 to review the RES proposed revision to the ECCS Rule (10 CFR 50.46 and Appendix K) to provide for use of "best estimate" ECCS evaluation models Decay Heat Removal Systems, in Washington, D.C., on September 9, 1986 to review NRR's Action Plan to address concerns with the reliability of certain plant AFW systems Management / Planning of ACRS Activities, in Bethesda, Md.,

on September.10, 1986 to discuss the scope of and priorities for ACRS activities Future Agenda 9

The following items are tentatively scheduled for consideration during the 318th ACRS meeting October 9-11, 1986:
