Routine Safety Inspection Nos. 50-277/88-28 and 50-278/88-28
This letter refers to the routine safety inspection conducted by Mr. M. Dev of
this office on August 29 - September 2, 1988, at the Peach Bottom Atomic Power
station, Delta, Pennsylvar ta of activities authorized by NRC License Nos.
DPR-44 and OPR-56, and to the discussions of our findings held by Mr. Dev with
Mr. D. Smith, Vice President, Peach Bottom Atomic Power Station, and other
members of your staff at the conclusion of the inspection.
Areas examined during this inspection are described in the NRC Region !
Inspection .eport which is enclosed with this letter. Within these areas, the
inspection consisted of selective examinations of procedures and representative
records, interviews with personnel and observations by the inspectors.
Within the scope of this inspection, no violations were identified. However,
your attention is warranted to the observations and concerns stated in
applicable paragraphs of this report.
In particular, as discussed in paragraph
3.2.2.C of the attached report, an inspector determined that an auxiliary
operator did not follow the explicit instructions of a routine test procedure,
nor did he notify the chief operator of the deviation in the routine test.
Previously, in the PBAPS shutdown order, the NRC cited similar concerns ielated
to failure of the operations personnel to adhe 9 to procedural requirements,
and poor comunication among different plant e :ities.
The Plant Manager's instruction of September 1,1988 to plant operations
personnel was an immediate and positive management response to the NRC
concerns. However, we request that you respond further iri writing to the NRC
describing your long term actions to address this concern.
The response requested by this letter is not subject to the clearance
procedure of the Office of Management and Budget as required by the Paperwork
Reduction Action of 1980, PL 96-511
