Gentlemen:

This refers to the special safety inspection of activities related to Allegation

RIII-88-A-0057, conducted by Messrs. J. F. Schapker, J. M. Ulfe, and

J. R. Kniceley of this office on September 12-16, and October 3-5, 1988, of

activities at the Davis-Besse Nuclear Power Station authorized by NRC Operating

License No. NPF-3 and to the~ discussion of our findings with Mr. L. Ramsett at

the conclusion of the inspection. This allegation involved the improper

installation of fire dampers and stainless steel duct work in the containment,

violations of security barriers, and fire watch patrol activities.

The enclosed copy of our inspection report identifies areas examined during

the inspection concerning allegations of Quality and Safeguards violations.

Within these areas, the inspection consisted of a selective examination of

procedures and representative records, observations, and interviews with

personnel.

No violations of NRC requirements were identified during the course of this

inspection; however, the licensee's Ombudsman Program was not successful in

resolv.ing the concerns of an individual who had presented the same concerns to

the licensee. This weakness in the licensee's Ombudsman Program could have

contributed to the individual contacting the NRC concerning these issues.

1he NRC inspectors determined that certain allegations of improper work

practices involved nonsafety-related duct work in the Boric Acid Room. Due to

the inaccessibility of the ducts in this room, the NRC inspector was not able

to perform a thorough inspection to verify the validity of the allegation.

This concern was made to the licensee through the Ombudsman Program, but was

not adequately investigated to detennine the validity of the concern.

Although the duct work in the Boric Acid Room is nonsafety-related the

licensee should review the accuracy of the concern and if substantiated,

verify that like activities did not occur on safety-related ducts during work

performed by this contractor. Upon completion of this review, the licensee

- should advise this office of the results.
