COMANCHE PEAK RESPONSE TEAM (CPRT)
PROGRAM PLAN AND ISSUE-SPECIFIC ACTION PLANS
Dear Mr. Noonan:
Transmitted herewith is Revision 3 of the CPRT' Program Plan l
and Issue-Specific Action Plans.
The enclosed Revision 3 is a complete reprint of the entire CPRT program and replaces the earlier Revision 2 dated Jane 28, 1985.
This package contains new notebook
- covers, text and section tabs.
l Recipients are asked to replace. the cover inserts for l
Revision 2 in their existing notebooks with the enclosed Revision 3 cover inserts, and to replace the entire contents of Revision 2 with the enclosed text and section tabs for Revision 3.
Substantive text changes that have been made since Revision 2 are indicated by change bars placed in the page margins of affected sections, except for Appendix.F and DSAP VIII which underwent general revision.
As you will notice, significant l
changes have been made to several sections of the CPRT l
program; and several new sections have been added (e.g.,
Appendices G and H and ISAP I.d.3).
These changes and additions have been made to address comments and questions from the Staff and others at the public meetings held since June
- 1985, and to incorporate any changes which have resulted from our internal audits of the program as well as audits by the NRC.
In addition, the CPRT's responses to the NRC Staff's evaluation of Revision 2 (submitted on November 22, 1985) have been incorporated into Revision 3,

where appropriate.
In some instances we have deleted some attachments to Appendices as the details covered -in these attachments are more appropriately covered in -implementing procedures.
You will notice that Appendices D and E and the ISAPs covering the testing area

Appendix D will be sent under separate cover on January 31, 1986.
Appendix E will be sent_the week j
of February 3, and the testing ISAPs no later than March 1.
The change of Review Team Leader (RTL)-in the testing area j
dictates that these ISAPs be thoroughly reviewed by Mr.
Rushwick, as well as responses to the NRC questions in this regard.
Any changes arising from this review will be incorporated and clearly indicated in the. revisions or amended question responses.
Future changes to the ISAPs, DSAPs or the Program Plan will i
