PLANT HATCH OPERATIONAL QUALITY ASSURANCE PROGRAM, FSAR SECTION 17.2 Your update of -the Plant Hatch Final Safety Analysis Report (FSAR), Revision 6, was received on July 25, 1988.
Section 17.2 and Appendix A of this document provide the current Plant Hatch (Docket Nos. 50-321, 366) quality assurance program description required by 10 CFR 50.54(a).
We reviewed the following information relative to your submittal:
Quality Program Description FSAR 17.2 Quality Program Commitments Appendix A Quality Program Scope Table 17.2.2 The following changes required clarification:

Paragraph 17.2.5.1, Plant Procedures, Instructions, and Drawings.
2 Revision 6 deleted requirement for "trained" personnel to perform procedure revision reviews.
j B.
Paragraph 17.2.16, Corrective Action 1
Revision 6 introduced the term, "significant," for those conditions adverse to quality (CAQs) which would receive corrective action 1
l initiation.
Teleconferences between NRC and Georgia Power Company personnel on I
August 22, 29, and 30, 1988, provided the following clarifications i
for these items:
A.
The ANSI 18.7-1976, Section 5.2.15 requirement that procedure reviews be perfonned by personnel knowledgeable of area reviewed is met by licensee procedure 10AC-MER-003-05, Preparation and Control of Procedures, Revision 7.

The next FSAR submittal will correct thir, error.
Our review of the material, including teleconferences noted abova, indicates that your Quality Assurance Program continues to meet the requirements of 10 CFR 50 Appendix B and is therefore acceptable.
