DISCRETIONARY ENTORCEMENT RELATED TO THE TURBINE DRIVEN AUXILIARY FEEDWATER PUliP - SEQUOYAH UNIT 1 This letter is in response to your request of October 21, 1988 that NRC exercise discretionary enforcement on Sequoyah Unit 1 in the case of Technical Specification (TS) 3.7.1.2. This concerns the testing of the turbine driven auxiliary feedwater pump (TC AFWP) in Mode 3 to determine if the pump is cperable. The TS .110w you 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> af ter entering isode 3 to test the pump to show it is operable.

Unit 1 entered Moda 3 at 12:15 a.m. on October 20, 19ES. The initial testing of the pump indicated problems with the governor. The Action Statement for TS 3.7.1.2 would have required the plant to enter Mode 4 if the pump were not declared operable. You requested an additional 48 hcurs until 12:15 a.m. on October 25, 1968 for Unit 1 to remain in Mode 3 where conditions allow the generation of steam to test the pump. Conditions in Mode 4 do not allow the generation of adequate steam pressure to test the pump.

We have reviewed the basis for your request. The staff concurs that this is not a problem which could have been foreseen. Also, noting that the core was refueled in 1985 and has been subcritical for over 3 years, the core decay heat is very low. Therefore, it is safe to continue testing the TDAFWP because it is one of three auxiliary feedwater pumps and the other two punps are available if needed. The aJditional 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> in Moce 3 is granted for TS 3.7.1.2 for the TDAFWP. This extension period expires at 12:15 a.m. on October 25, 1988.
