50-328 SEQUOYAH NUCLEAR PLANT (SQN) UNITS 1 AND 2 - SPECIAL NUCLEAR MATERIAL (SNM)

ACCOUNTABILITY - FOLLOW-UP TO THE OCTOBER 31, 1986 NOTIFICATION In our response to each of three violations cited in NRC-01E Inspection Report Nos. 50-327/86-63 and 50-328/86-63, we comunitted to the issuance of a new procedure, TI-101, "SNM (Other than Nuclear Fuel) Control and Accountability,"

which would establish a detailed method of material control and accountability for all SNM (excluding nuclear fuel) under license at SQN. The issuance and initial performance of TI-101 were to be completed by February 27, 1987.

TI-101 was reviewed by PORC and issued on January 30, 1987, and an inventory of the nine designated Item Control Areas (ICA) at SQN was conducted during the time period of February 5-18, 1987. During this inventory, all SNM (excluding nuclear fuel) was physically located and its location documented in TI-101 with the exception of 11 incore moveable detectors. Because the physical location of 11 incore moveable detectors could not be verified, they have been documented as " lost" by the SNM Custodian and removed from the TI-101 inventory requirements.

This-inventory confirms the results of the records search and physical inventory performed before the 10 CFR 70.52 report made in my letter to J. Nelson Crace dated October 31, 1986, and provides formal documentation of the physical location of all SNM (excluding nuclear fuel) under license at SQN. The material control and accountability of all nuclear fuel under license at SQN are governed by TI-1, "SNM Control and Accountability."
