AVAILABILITY OF ADMINISTRATIVE SANCTIONS AGAINST NRC EMPLOYEES AND SPECIAL GOVERNMENT EMPLOYEES Attached for your review, signature and transmittal to the Commission .is a Comission paper on the above subject prepared in response to a memorandum from the Secretary of the Comission dated May 2,1985. The Comission request, which was made in connection with its approval of the publication for coment of the notice of proposed rulemaking transmitted in SECY-85-20, was the preparation of a separate paper to consider the question of sanctions on NRC employee', and special Government employees for unauthorized disclosures of certain types of protected information.

< 2-The Commission paper has received extensive office review and incorporates or reflects comments received from the Office of Administration, the Office of Inspector and Auditor, the Office of Investigations and the Regional Offices. Inforumi comments from the Office of General Counsel have also been accommodated. Concurrences have been received from the Office of Nuclear Reactor Regulation and the Division of Safeguards of the Office of Nuclear Material Safety and Safeguards. The Office of Nuclear Regulatory Research has no connents.
