AVAILABILITY OF ADMINISTRATIVE SANCTIONS AGAINST NRC EMPLOYEES AND SPECIAL GOVERNMENT EMPLOYEES Attached for your review, coment and concurrence is a draft Commission paper with enclosures prepared in response to instructions contained in the final paragraph of the Secretar May 2, 1985 concerning SECY-85-20 (y's staff requirements memorandum of seeEnclosureE). Please review the paper and enclosures carefully for accuracy of facts, dest.'iptions of procedures and citations. The accuracy of the section in Enclosure A (see pp. 41-43) on Incidents of Unauthorized Disclosures of Protected li1T6rmation by NRC Employees is particularly important. Please telephone Jane R. Mapes of my staff immediately (ext. 28695) if you know of any additional instances of unauthorized disclosures of protected infomation by NRC employees or special Government employees, whether knowing or inadvertent, which should be mentioned in that section.
Since this Comission paper is scheduled to be transmitted to the Executive Director for Operations in mid-December, we need your response on or before c.c.b. December 6. 1985.
