Under separate cover, we are transmitting an application for an Amendment to Facility Operating License No. NPF-3 for the Davis-Besse Nuclear Power Station, Unit No. 1.

The attached application requests that the Davis-Besse Nuclear Power Station, Unit No. 1 Operating License, Appendix A, Technical Specifica-tions and Bases be revised to reflect the changes attached. The proposed changes involve Section 3/4.3.2.2, Table 3.3-13, Steam and Feedwater Rupture Control System Response Times, and Bases Sections 3/4.3.1 and 3/4.3.2, Reactor Protection System and Safety System Instrumentation.

The proposed changes, as discussed in the attached Safety Evaluation, are being submitted in accordance with Toledo Edison's commitment in its letter to the NRC, dated June 6, 1986 (Serial No. 1280) to propose, not later than 90 days after restart, an amendment to the Technical Specific-ations requiring a turbine stop valve closure time of no greater than one second.

This commitment was also included in the NRC's Safety Evaluation Report Related to the Restart of Davis-Besse Nuclear Power Station, Unit No. 1, Following the Event of June 9, 1985, NUREG-1177 and License Action Commitments, Commitment No. 41 (Log No. 2062).

Toledo Edison requests that this amendment be approved and issued by '
