The proposed Technical Specification changes support a planned station modifi-cation, removal of the Resistance Temperature Detector (RTD) Bypass Manifold.

The changes relate to response time and time constants in the calculation of overpower AT and overtemperature aT trip setpoints.

The planned removal of the RTD Bypass Manifold System is being performed to improve plant operation and reduce radiation exposure to workers.

Attachment I is a~ Westinghouse report which describes the RTD Bypass removal modification and the analyses which were performed to support continued operation with the new system. Please note that Attachment I is a Westinghouse Electric Corporation proprietary document, and as such is requested to be withheld from public disclosure. A non-proprietary version is presented as Attachment V.

In addition to this report, there is currently testing being conducted at i McGuire Nuclear Station which is expected to further support the conclusions

This request involves one application for amendment to the McGuire's Technical Specifications. Accordingly, pursuant to 10 CFR 170.21, a check for $150.00 is enclosed.

Please note that in order to implement the modification on McGuire Unit I during the upcoming 1986 refueling outage, approval of this amendment will be needed and is requested by February 1,1986.

Please feel free to contact us if you require any additional information.

Very truly yours, d$
