SUBJECT:
MINUTES OF MEETING WITH NUMARC STS IMPROVEMENT COORDINATION GROUP REGARDING PROGRESS OF WORK ON THE TECPNICAL SPECIFICATIONS IMPROVE!1ENT PROGRAM On October 5, 1988, the NRC staff met with the NUMARC STS Improvement Coordination Group regarding progress in developing new Standard Technical Specifications (STS). NUMARC discussed its status of action items from previous meetings, its schedule for submitting new STS and lead plant new technical specifications to the staff, and status of its work in developing a proposed guidance document for 10 CFR 50.59.
The staff gave the status of its progress on staff action items and the status of its work on line-item improvements, surveillance testing, and review of NSSS vendor topical reports.
Action items are documented in the attached action item list.
The owners groups requested information on the timing of plant-specific conversions to the new STS following the five lead plant conversions. The staff responded that priority would be based first on safety significance and then on order of amendment request.
The next meeting between NRC and the NUMARC STS Improvement Coordination Group is scheduled for December 12, 1988.
