FCongel I am responding to your recent letters concerning the restart of the Pilgrim' ;

Plant. I am pleased to confira your October 12, 1988 reouest to address the' Connission at its scheduled meeting on Friday, October 14, 1988. The Connission has allotted time for your personal appearance at the beginning of that meeting, following the appearance of Senator Kennedy. The meeting will begin at 2:00 p.m. in our meeting room on the Lobby level at One White Flint North.

Your letter of September 29, 1988, concerned the results of a recent NRC Integrated Assessment Team Inspection (IATI), the results of the recent systematic assessment of licensee performance (SALP), the current status of emergency planning at the Pilgrim Nuclear Power Station, and the adequacy of the Pilgrim Mark I containment. The IATI was performed by the NRC staff in conjunction with an augmented inspection program that has been in progress -

since the facility was shut down in April 1986. The IATI war, one part of the NRC staff's extensive and ongoing effort to monitor Boston Edison Company's (BEco's) program improvements. The inspection was perforned independently to measure the effectiveness of the licensee's management controls, programs, and personnel to support restart of the facility. The findings of the inspection are documented in Inspection Report No. 50/293/88-21, dated September 7, 1988.

However, development f an NRC staff recomendation regarding plant restart involves considerat 4 i of the results cf all inspection and review activities, including the IATI, the ongoing augmented inspection program, and the recent SALP. (The IATI and SALP reports have been provided to your office.) The concerns you raise relating to equipment and management have been dealt with as noted in these reports.

With respect to your comment on the recent SALP, followup to determine the status of licensee actions and improverrents in the Radiological Controls area is detailed in the IATI report. The NRC staff has determined that the radiological controls program at Pilgrim is showing significant improvement since the SALP report and is continuing to receive high managem it priority and allocation of resources by the licensee.

The issues related to the Pilgrim Mark I containment have been addressed in detail in the August 21, 1987 response to the 10 CFR 2.206 petition filed by Massachusetts State Senator hilliam B. Golden and others. The NRC has concluded that the Pilgrim Mark I containment is adequate to protect public health and safety and Boston Edison has voluntarily implemented containment improvements at Pilgrim that go beyond current regulatory requirements.

2-Regarding emergency planning, Boston Edison has been working closely with local officials and the Comonwealth of Massachusetts to correct the deficiencies identified by the Federal Emergency Management Agency (FEMA) in its self-initiated review. The status of this effort, as well as the IATI and SALP results, will be discussed during our October 14, 1988 meeting to consider the staff's evaluations and recomendations concerning the restart of Pilgrim.

Your views, as well as those of others, will be considered in our restart decision.

We will base our restart decision upon the judgment of the adequacy of the plant improvements, management, off-site emergency planning improvements, and upon our overall judgment whether the Pilgrim plant can and will be operated safely.
