Gentlemen:

SUBJECT: .N0TICE OF VIOLATION

(NRC INSPECTION REPORT NO. 50-424/88-33)

This refers to the Nuclear Regulatory Commission (NRC) Operational Performance

Assessment (0PA) conducted by L. Watson and team on August 8 - September 12,

1988.

The inspection evaluated the effectiveness of the Operations group and

other plant groups in supporting safe plant operations at your Vogtle facility.

The inspection findings were discussed with those members of your staff

identified in the enclosed inspection report on September 13, 1988.

The OPA evaluated your current level of performance in the area of plant

operations.

The inspection included an assessment of the effectiveness of

various plant groups including Operations, Maintenance, Quality Assurance,

Engineering, and Training, in supporting safe plant operations.

Management

awareness of, involvement in, and support of safe plant operations were also

evaluated.

The OPA was a performance-based team assessment which identified

significant operational strengths and weaknesses, rather than a compliance

oriented inspection.

A number of notable strengths and improvement efforts were identified in your

programs and are discussed in the enclosed report.

In general, your perform-

ance demonstrates that effective programs have been established and implemented

to assure safe plant operations.

During the course of the inspection, however, certain activities were noted

which appeared to violate NRC requirements.

The violations, references to

pertinent requirements, and elements to be included in your response are

described in the enclosed Notice of Violation.

Two unresolved items were

identified in the report which will be pursued during future inspections.

We direct your attention to those areas identified in the enclosed report as

weaknesses.

In particular, improvements are needed to assure:

(1) timely

compli. tion of surveillance testing; (2) revision of incorrect procedures; (3)

adherence to procedures; (4) attention to detail in the conduct of Operations

activities; and, (5) compliance with the operating experience review required

We also

support your actions to improve areas previously targeted by you for enhance-

ment and encourage aggressive implementation of these improvements particularly

in the area of component labeling.

In accordance with Section 2.790 of the NRC's "Rules of Practice," Part 2,

Title 10. Code of Federal Regulations, a copy of this letter and its enclosures

will be placed in the NRC Public Document Room.

The responses directed by this letter and its enclosures are not subject to the

clearance procedures of the Office of Management and Budget as required by the

Paperwork Reduction Act of 1980, Pub. L. No.96-511.
