Oyster Creek Nuclear Generating Station Docket No. 50-219 Request for Postponement of Regulatory Effectiveness Review The Oyster Creek Nuclear Generating Station is currently scheduled for a visit by the " Regulatory Effectiveness Review Team" (RER) in May of this year.
The Oyster Creek Station is presently addressing two long standing security issues and it is our conclusion that a more meaningful review of the station's security effectiveness would result after these two issues are resolved.
This matter has been discussed between M. Laggart of our Licensing staff and J.
Donohew and R. Keimig of the NRC staff.
As a result of the discussions with your staff members, additional information was requested and is provided in this response.
The first security issue needing resolution is the upgrade of the Protected Area Intrusion Detection System. This project is currently on schedule.
Final installation and testing is currently scheduled for the first quarter of 1988. Attached is a milestone schedule of this project. As discussed with your staff, we will formally resubmit this schedule if milestones are missed and/or the schedule slips. We have also agreed to notify your staff if there is any change in the types of detection systems that will be utilized in the upgrade project.
The other issue nearing resolution is the degree of compliance of the Oyster Creek Nuclear Generating Station with 10CFR73.55(c)(6) which states "The walls, doors, ceiling, floor, and any windows in the walls and in the doors of the reactor control room shall be bullet-resisting."
It is our conclusion that a technically adequate alternative solution has been developed to address this issue. This solution was discussed with Mr. J. Donohew during his visit to Oyster Creek in February 1987. A formal submittal will be made to the NRC by May 30,1987, requesting approval of our proposed solution.

It is our opinion that the resolution of these issues will significantly enhance the security at Oyster Creek and more meaningful RER team review j
will result. We therefore request that the RER team visit be postponed until after the first quarter of 1988.
