PHILADELPHIA ELECTRIC COMPANY 2301 M ARKET STREET P.O. BOX 8699 PHILADELPHIA. PA.19101 t2is 841 sm smcgosgojginorr November 8, 1985 ELECTmc PRODUCTION Docket No. 50-278 Mr. John F. Stolz, Chief Operating Reactors Branch #4 Division of Licensing U.S. Nuclear Regulatory Commission Washington, D.C. 20555

Dear Mr. Stolz:

I.E. Bulletin 80-13, " Cracking in Core Spray Spargers",

required, in part, that in the event cracks are identified during examination of the core spray sparger system, an evaluation shall be submitted to the Office of Nuclear Reactor Regulation for review and approval prior to return to operation. As reported in Licensee Event Report 3-85-14, invessel inservice inspection, performed during the current Peach Bottom Unit 3 refueling outage, identified two cracks on the piping to junction box weld heat affected zone of the 'A' core spray piping just inside the reactor vessel.

Attachment 1 titled, " Peach Bottom Atomic Power Station Unit 3 Core Spray Line Cracking Safety Evaluation", provides a safety evaluation to support restart and continued operation of Peach Bottom Unit 3.

Although the evaluation concludes that no modifications are required in order to assure safe operation, Philadelphia Electric Company has installed two brackets at the location of the cracks to provide further assurance of core spray sparger operability and safe reactor operation. Similar brackets have been installed on the 'B' core spray header although no cracks were identified in that piping.

The refueling outage is scheduled for completion in December,.1985; therefore, prompt consideration of these matters would be appreciated.
