Gentlemen:

This' refers to the enforcement conference held in the Region III office-on

October 2,1985 and the routine inspection conducted by Mr. E. R. Swanson and

Miss C.' D. Anderson of this office during the period of September 11 through

' October 15, 1985, at the Palisades Nuclear Generating' Plant authorized by NRC

Provisional. Operating License No. DPR-20 and to the discussion of our findings

with Mr. J. F. Firlit and others of your staff at the conclusion of the

inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection and the concerns discussed at the enforcement conference.

Within these areas, the inspection consisted of a selective examination of

procedures and-representative reco ds, observations, and interviews with

personnel.

During this inspection, certain of your activities appeared to be in

violation of NRC requirements, as specified in the enclosed Appendix.

Discussion of the violations at our meeting on October 2, 1985 revealed that

action has been initiated to correct and prevent recurrence _of the violations

as detailed in the report.

Consequently, no reply to these ' violations is

required and we have no further questions regarding these matters at this

time.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosures

will be placed in the NRC Public Document Room.
