-Gentlemen:

This refers to the routine safety inspection conducted by Drs. R. B. Holtzman

and M. J. Oestmann of this office on October 15-18, 1985, of activities at

the Perry Nuclear Power Plant, Unit 1, authorized by NRC Construction Permit

.No. CPPR-148 and to the discussion of our. findings with Messrs. J. Waldron

and C. Shuster and others of your staff at the conclusion of the inspection.

Additional discussions were held by telephone with G. Dunn on October 23 and

24, 1985.

The enclosed copy of our inspection report identifies areas examined during

the inspection. --Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

No items of noncompliance with NRC requirements were identified during the

course of this inspection.

As' stated in our. letter of October 8, 1985 to you, we continue to be concerned

that you Quality Assurance / Quality Control Program as described in your

-procedure RAP 0204 was not fully implemented during this inspection as expected

~from our previous inspection. We understand that the QA/QC program will be

fully' implemented and testing of six technicians completed prior to issuance

of the fuel load license.

Based on discussions with your staff during this-

inspection, we. understand that a qualified chemistry / radiochemistry consultant-

will;be retained for a period of six months after fuel load to provide advice

and assistance to the Plant Chemist in oversight of the chemistry and

radiochemistry activities to assure that a qualified program is in effect

~

during the early phases of operation of the plant.

If your understanding is

different from ours please contact this office immediately.

In accordance with 10 CFR 2.790 of.the Commission's regulations, a copy of

this letter and the enclosed inspection report will be placed in the NRC's

Public Document Room.
