SUBJECT:

FORT ST. VRAIN PCRV TENDON SURVEILLANCE We have reviewed your reports on the PCRV tendon interim surveillance and status dated January 22, and July 19, 1986 (P-86042 and P-86463). We also reviewed your submittals of June 16, and July 29, 1986 (P-86394 and P-86491), (

which concerned the PCRV tendons.

The purpose of our review was to monitor progress of the tendon surveillance program, and to determine if degradation of the tendons was of such a degree that action was necessary at this time. The reports indicate that discoloration corrosion was observed in a relatively large percentage of tendons. The staff is directing your attention to that issue during further surveillance.

The June 16, 1986 submittal reported the accumulation of large quantity of water in a tendon tube and end cap. You stated that the water could be a result of evaporation from the interior interstices of the tendon wi.re bundle which has recondensed in the cooler regions of the end cap. However, this has not, in our opinion, been adequately substantiated. Therefore, we request that you submit a more definitive evaluation of this water accumulation, including an assessment of possible pathways, consequences, and remedies. Our request for this evaluation is defined more completely in the enclosed Safety Evaluatico.

The additional information requested should be included ir the next tendon surveillance report.

In conclusion, our reviews of these tendon surveillance reports indicate that the corrosion of the tendons has not reached a level of concern and that the structural integrity of the PCRV is not compromised. The results of the future six-month surveillances of the PCRV tendons will be reported to the staff and our future evaluation of the PCRV will be based upon a review of these forthcoming reports.
