Regulatory Commission (NRC) "SNM and SM Physical Inventory Summary Reports" for PGDP and PORTS in Enclosures 1 and 2, respectively. These Form 327 documents cover the inventory A periods ending January 31,1999 for both plants. Also provided in Enclosure 3 is a correction to a previous transmittal of a Form 327 for PORTS that was submitted to the NRC on November 25, I [!

The inventory for PGDP was taken at 1700 on January 31,1999. The inventory for PORTS was j
taken at 1400 on January 31,1999.

The ID reported on Line 6 includes an adjustment of +785 grams uranium and +3,383 do grams "U, to correct assay changes for Product withdrawals from the Cascade in 2
i December and January and to correct a weight on a normal cylinder. A Prior Period Adjustment (PPA) is entered on Line 8 to reflect this one-time correction.

Line 7 includes an entry to correct for statistically significant biases that were present in accountability measurement systems. The corrections were derived from measurement control data for accountability measurements performed during the inventory period.
The primary contributor to this adjustment was a bias in the U enrichment of tails 235 produced during the period. Liquid sample data indicated a significant bias in the online, mass spectrometer measurement of the enrichment of depleted uranium withdrawn from the cascade. Reasons for this bias are being investigated.
Prior Period Adjustments on Line 8 reflect corrections made to Low Enriched Uranium product withdrawn in prior periods which were sampled in the December-January period.
The resulting Inventory Differences (ids) for uranium element were within control limits.-
235 The U isotope ID exceeded the 2-sigma Limit of Error of the ID, but was within the 3-sigma Alarm Limit. Uncertainties related to the measurement of tails and disruptien of process operations by the fire in X-326 during December are believed to have contributed to this ID. An investigation is ongoing. includes a corrected 327 Form for PORTS. In Reference 1, USEC provided to NRC results of the nuclear material physical inventories conducted on September 30,1998. Inventory data for each material type were provided on a separate NRC Form 327. A minor error was discovered recently on one of these documents. The Form 327 for material type " LEU" contained 235 erroneous data. The bias con r U isotope shown on line 7 should be "-23 grams." This changed the adjusted inventoi,, benence shown on Line 9 to "-623 grams" 235U. The finaladjusted inventory difference remains well within the Limit of Error of the ID. Enclosure 3 contains a corrected Form 327 for material type " LEU" to resche this issue. No other documents in the previous transmittal are affected.

I, Steven A. Toelle, Manager, Nuclear Regulatory Assurance and Policy Group, United States Enrichment Corporation (USEC), having been duly sworn do hereby affirm and state:

I am a manager of USEC and have been authorized by USEC to (a) review the information owned by USEC which is referenced herein relating to the Paducah and Portsmouth Gaseous Diffusion Plants and which USEC seeks to have withheld from public disclosure pursuant to section 147 of the Atomic Energy Act (AEA), as amended,42 U.S.C.
2167, and 10 CFR I
2.790(a)(3),2.790(a)(4),2.790(d)(1) and 9.17(a)(4), and (b) apply for the withholding of such information from public disclosure by the Nuclear Regulatory Commission (NRC) on behalf of I
USEC.

Pursuant to 10 CFR 74.17(a), USEC has prepared Form 327, "Special Nuclear Material (SNM ) and Source Material (SM) Physical Inventory Summary Report" documents for each of the Paducah and Portsmouth Gaseous Diffusion Plants which describes the amount of nuclear material possessed by USEC at each plant.10 CFR 2.790(d)(1) states that correspondence and reports to or from the NRC containing information concerning an applicant's material control and accounting program for special nuclear material not otherwise designated as Safeguards Information or classified as National Security Information or Restricted Data are deemed to be confidential commercial or financial information exempt from public disclosure.
