SUBJECT:

TWO-HUNDRED-NINETY-SEVENTH MEETING 0F THE ADVISORY COMMITTEE ON REACTOR SAFEGUARDS, JANUARY 10-12, 1985 297th ACRS Meeting The Committee discussed the concept of using designated representatives during the design, construction, and operation of nuclear power plants with wecific emphasis on the use of designated check-operators in the requali-fqtion of reactor operators.

A report on this matter has been sent to you The Committee was briefed by IE on an incident involving the diesel genera-tors at North Anna, Unit 2, in which diesel generator testing requirements may have contributed to early damage and reduced reliability of the diesel engines powering the emergency generators.

The Comittee met with representatives of the NRC Staff to discuss the regulatory positions of Regulatory Guide 1.28, Revision 3, " Quality Assur-ance Program Requirements (Design and Construction)," dated September 1984.

The Committee discussed a summary report of the Waste Management Subcommit-tee's observations and comments regarding NRC Staff efforts in reviewing the upcoming application of the U.S. Department of Energy for a license to construct and operate a high-level waste repository.

The Committee's comments on the subjects noted above have been provided to the Executive Director for Operations.

Copies have been sent to you.

The Committee discussed the proposed NRC Safety Research Program and Budget for Fiscal Year 1986-87 and the related ACRS report to the U.S. Congress.

The Committee plans to complete this report during the 298th ACRS meeting.

The Comittee met with representatives of the NRC to discuss proposed amendments to the Commission's emergency preparedness regulations (10 CFR Part 50, 50.47 and Appendix E) which explicitly state that the potential

_ impacts of an earthquake on emergency planning need not be considered for nuclear power plant sites.

The Committee decided to withhold action regarding this item until comments from members of the public have been received and evaluated.

Palladino January 28, 1985 The Comittee was briefed by representatives of the NRC Staff (IE) regard-ing recent operating occurrences at nuclear power plants, including recent BWR scram system problems at the Susquehanna Station, Units 1 and 2, an upper head injection level instrumentation installation error at the McGuire Nuclear Station, Unit 1, and a HPCI valve failure at Browns Ferry Unit 3.

The Committee was briefed by D. Mausshardt, Deputy Director, NMSS, regard-ing NMSS activities.

Subcommittee Activities Since the last report of ACRS activities, the following subcommittee meetings have been held:

Waste Management, in Washington, D.C.

on December 19-20, 1984 to review two aspects of the Nuclear Waste Policy Act:

(1) Definition of High-Level Waste, and (2) Activities in preparation for Site Selection and Characterization Quality and Quality Assurance in Design and Construction, in Washing-ton, D.C.

on January 3, 1985 to review and discuss the following items:

(1) Regulatory Guide 1.28, " Quality Assurance Program Require-ments (Design and Construction)," for final approval; (2) the Quality Assurance Program Plan; (3) aspects of the Quality Assurance Branch research program for input to the ACRS Report to Congress; and (4)

NRC/IE's Integrated Design Inspection Program and the Integrated Design Verification Program Combined Reactor Radiological Effects and Site Evaluation, in Washing-ton, D.C. on January 3-4, 1985 to review (1) proposed amendments to 10 CFR Part 50, Section 50.47 and Appendix E on consideration of earth-quakes in the context of emergency preparedness; and (2) proposed rules,10 CFR Parts 30, 40, and 70 regarding emergency preparedness for fuel cycle and other radioactive miterial licensees Safety Research Program, in Washington, D.C. on January 9,1985 to discuss the NRC Safety Research Program and Budget for FY 1986-87 Reactor Operations, in Washington, D.C. on January 9,1985 to discuss recent plant operating experience, including the upper head injection level instrumentation installation error of October 31, 1984 at the McGuire Nuclear Station and loose breech guide screws in the control rod drive system at the Catawba Nuclear Station.
