OCT 121985 Docket Nos.: 50-445 and 50-446 Ms. Billie P. Garde Trial Lawyers for Public Justice, P.C.

Suite 611 2000 P Street Northwest Washington, D.C. 20036

Dear Ms. Garde:

We appreciate CASE's comments of August 15, 1985 on the Comanche Peak Response i

Team (CPRT) Program Plan. As you are aware, many of your concerns with this Program Plan are already encompassed by the Staff's initial comments on the programmatic aspects of the Program Plan sent to the Applicants on August 9, 1985. We will also be issuing more detailed comments on the specific elements of the Program Plan shortly.

It is the Staff's intent to re-review the Program Plan following the Applicants' response to all our concerns, and to monitor and evaluate its implementation as part of the Staff's determination of whether there is a reasonable assurance that the facility as designed and constructed can be i operated without undue risk to the public health and safety.

We will be happy to meet with CASE at an appropriate time to discuss our findings on the Program Plan.

Sincerely, Darrell G. Eisenhut Deputy Director Office of Nuclear Reactor Regulation cc: H. Denton i'
